On Agile, the Manifesto, the illusion of method, and the old practice wearing a new name

In February of 2001, seventeen software practitioners gathered at the Snowbird ski resort in Utah — a location that, in retrospect, was doing a great deal of metaphorical work — and produced a document of two hundred and seventy-two words that would, over the following two decades, generate more consultancy revenue, more management training programmes, more wall-mounted poster sales, and more wasted afternoon ceremonies than any comparable text in the history of applied computing. The document was called the Agile Manifesto. Its authors were, by and large, thoughtful people responding to a genuine problem. The genuine problem was that software projects, governed by the prevailing orthodoxy of heavyweight process, were failing expensively and routinely. The solution they proposed was elegant in its brevity. Its subsequent industrialisation was anything but.1
The Manifesto itself is not the problem. The problem, which any careful reading of its subsequent fate will confirm, is that the Manifesto was a reaction dressed up as a methodology — a set of values extracted from the accumulated intuitions of experienced practitioners and transcribed into a form that organisations, lacking those practitioners, could purchase as a substitute for them. The gap between the document and the industry that consumed it is the distance between a compass bearing and a guided missile: both point in the same direction, but only one of them does the navigating for you. The Manifesto assumed competence. The industry that adopted it assumed the Manifesto replaced it.
The Manifesto's four value statements are worth reading precisely because they are so reasonable, and because their reasonableness is the source of all subsequent confusion. Individuals and interactions over processes and tools. Working software over comprehensive documentation. Customer collaboration over contract negotiation. Responding to change over following a plan. Read these in isolation and they are almost impossible to disagree with, which is the first warning sign — claims that are impossible to disagree with in the abstract tend to be impossible to implement in the particular, and tend to mean, in practice, whatever the reader most wanted them to mean before the reading began.2
Consider what each value proposition actually asserts, stripped of its rhetorical elegance. Individuals and interactions over processes and tools: process is bad, people are good. Working software over comprehensive documentation: shipping matters more than thinking. Customer collaboration over contract negotiation: involve the customer continuously. Responding to change over following a plan: plans are suspect. The four statements, read this way, have a coherent internal logic, but it is not the logic of engineering. It is the logic of the vendor pitch. Each statement positions itself against a failure mode of the previous orthodoxy — waterfall's rigidity, its documentation theatre, its adversarial contracting, its inability to adapt — and proposes the opposite as the remedy. The opposite of a bad thing is not necessarily a good thing. It is merely the other end of the same axis.
The twelve principles appended to the Manifesto make the implicit logic more explicit and, in doing so, more problematic. Principle three — deliver working software frequently, from a couple of weeks to a couple of months — is a scheduling preference presented as a design principle. Principle eight — agile processes promote sustainable development; the sponsors, developers, and users should be able to maintain a constant pace indefinitely — is a well-intentioned aspiration that directly contradicts the lived reality of software projects, which is that the pace of development is determined not by methodology but by complexity, and that complexity does not distribute itself evenly across the timeline in deference to the sprint calendar. Principle eleven — the best architectures, requirements, and designs emerge from self-organising teams — is the most seductive and the most dangerous of the set: an empirical claim dressed as a process principle, for which the evidence, even two decades later, is substantially thinner than its adoption would suggest.3
The industrialisation of Agile produced, in short order, a specific and highly successful commercial product: Scrum. The name derives from rugby, which tells you something about the metaphor's accuracy and its durability — rugby scrums are tightly constrained physical contests with specific rules about body position and binding, entered into by trained specialists, governed by a referee, and resolved by force. The software development ceremony that borrowed the name has none of these properties. What it has, in their place, is a set of rituals — the daily standup, the sprint planning, the sprint review, the retrospective — that together constitute a management reporting framework dressed in the clothes of a development methodology.4
The daily standup is the emblematic case. Its stated purpose is to synchronise the team: to surface blockers, to align on progress, to foster the coordination that distributed development requires. Its actual function, in most organisations, is to provide the Scrum Master with a daily status report and to provide the Project Manager — who is often the Scrum Master wearing a different badge — with the raw material for the status report that will flow upward to stakeholders who would prefer a Gantt chart but have been told that Gantt charts are waterfall. The ceremony takes fifteen minutes in theory, thirty minutes in practice, and the information it produces could, in the majority of cases, be conveyed in a two-sentence written update that no one would have to stand up for. The participants know this. They stand up anyway. The ritual persists not because it is effective but because it is visible, and visibility in an organisation is not the same as value, though it is frequently rewarded as though it were.5
The sprint itself is the structuring unit of Scrum's calendar, and the sprint is where the methodology's architectural tensions are most visible. A sprint is a fixed-duration period — typically two weeks — at the end of which working software must be produced. The fixity is the point: it is meant to create a forcing function, a rhythm, a cadence that prevents the indefinite deferral of delivery that plagued waterfall projects. What it actually creates, in practice, is a two-week planning horizon imposed on a problem whose complexity does not resolve in two-week increments — and a definition of "done" that, under deadline pressure, is renegotiated at the end of every sprint in ways that the ceremony's architecture does not formally acknowledge but that every practitioner recognises immediately.
The velocity metric — the number of story points completed per sprint — completes the picture. Velocity is presented as a measure of team productivity, but it measures only the team's own estimation of the difficulty of the work it selected, divided by the sprints it took to complete it. This is a circular self-assessment masquerading as a performance indicator. The story points were estimated by the team; the sprint capacity was set by the team; the velocity is derived from both. What the metric actually tracks, as any experienced practitioner will confirm without hesitation, is the progressive inflation of story point estimates over time, as the team calibrates its estimation to the velocity that management has indicated it expects. The number goes up. The work does not get faster. The estimates get larger. The Scrum Master calls this calibration. The engineer calls it survival.6
The phrase fail fast entered the Agile lexicon as a principle borrowed from lean manufacturing and startup culture and applied, without significant modification, to software development. Its provenance in manufacturing is legitimate: in a production line, the earlier a defect is detected, the cheaper it is to correct, and a system that halts the line at the first sign of failure prevents the defect from propagating downstream into finished goods that must then be discarded. The application to software development carries the same surface logic, and the surface logic is not wrong. The deeper application is where the principle acquires pathologies.
In practice, fail fast does not mean detecting defects early in the development cycle. It means shipping incomplete software to real users on an aggressive timeline, observing what breaks, and treating the breakage as information. It means building half a feature, delivering it into production, and measuring how many users encounter its boundary conditions as a method of discovering what the other half of the feature should be. This is an entirely rational approach if the cost of failure is low, the user population is tolerant, the system is not load-bearing, and the organisation has the feedback instrumentation required to turn user failures into actionable requirements. Most software projects satisfy none of these conditions. The cost of failure, for the user who encounters the half-feature at the moment they needed the whole one, is not the organisation's cost of iteration — it is the user's cost, denominated in trust, time, and the decision, made silently and recorded nowhere, to seek an alternative.7
The medical software that fails fast at the point of patient data entry. The financial system that fails fast at the point of regulatory reporting. The logistics platform that fails fast at the point of a shipment's time-critical routing decision. The phrase, applied to these contexts, does not become a principle. It becomes a description of an incident. The industries that cannot afford to fail fast — aviation, pharmaceuticals, nuclear — have known this for decades, and they have built their quality frameworks around the opposite principle: that the cost of failure is not a source of information to be harvested but a harm to be prevented, and that prevention requires investing effort earlier and more heavily than the Agile calendar typically permits. The software industry's wholesale adoption of fail fast as a universal principle reflects the culture of its most visible successes — consumer web applications, social platforms, mobile apps — and its unreflective projection of that culture onto domains where the consequences of failure are not an A/B test metric but a consequence someone lives with.8
There is a second problem with Agile, less frequently named and more fundamental than the methodology's internal contradictions. It is a problem of honesty — or rather, of the comfortable mutual dishonesty that the methodology permits, and perhaps encourages, between the development team and the people who commission its work.
The sponsor of a software project — the executive, the product owner, the paying client, the stakeholder who signs the budget and attends the demos — almost never knows, at the outset of a project, what they actually want. This is not a criticism. It is an observation about the nature of complex requirements, the limits of human imagination in the absence of concrete artefacts, and the gap between what a person believes they need and what they discover they need once they see the first version of a working system. The honest statement of the situation is: I have a problem I cannot fully articulate, and I need your help discovering its shape through the process of trying to solve it. This is an honourable position. It is also an uncomfortable one, because it implies that the project's requirements do not exist yet, that its success criteria cannot be written in advance, and that any estimate of its cost and duration is, structurally, a fiction.
Agile does not resolve this problem. It provides language for disguising it. The user story — as a [role], I want [capability], so that [outcome] — is presented as a requirements format, but it is actually a deferral format: a way of writing down what is not yet known in a grammatical structure that implies it is. The product backlog is presented as a project plan, but it is actually a wish list whose items have not been examined for consistency, dependency, or technical feasibility. The sprint demo is presented as a delivery mechanism, but it is actually an inquiry instrument — a way of showing the sponsor something concrete so that they can discover, upon seeing it, what they actually wanted.9
The sponsor leaves the sprint demo with a list of changes. The team incorporates them into the next sprint. The cycle continues. At the end of it, the software that was delivered is often genuinely useful — genuinely closer to what was wanted — and the process that produced it is celebrated as a success of the methodology. The argument being made here is not that the outcome was bad. The argument is that the methodology takes credit for a process that would have been equally available, and considerably more honestly described, if it had been called by its original name: prototyping.
Prototyping, as a software development paradigm, has a documented history that predates the Agile Manifesto by at least two decades. Barry Boehm described evolutionary prototyping in the early 1980s and proposed the spiral model in 1986 as a framework for iterative, risk-driven development. Roger Pressman's Software Engineering: A Practitioner's Approach, whose first edition appeared in 1982, contains a clear and systematic treatment of the prototyping paradigm: build a preliminary version, put it in front of the user, refine based on feedback, repeat. The same decade that produced the Smalltalk experiments at Xerox PARC was producing, in parallel, a literature on iterative and incremental development that said, in more careful language, precisely what the Agile Manifesto would say in more vigorous language twenty years later.10
The argument for prototyping had always rested on exactly the same foundation as the argument for Agile: that complex requirements cannot be fully specified in advance, that working software is a better communication medium than written specifications, that the sponsor's understanding of what they want develops through exposure to what they have. These are not new observations. They were not new in 2001. They were field observations from practitioners who had been watching waterfall projects fail for years and who had concluded, reasonably, that the failure was structural rather than incidental. Frederick Brooks had said as much in 1975 in The Mythical Man-Month, and again more explicitly in his 1987 essay "No Silver Bullet," which argued that the essential difficulties of software development — complexity, conformity, changeability, and invisibility — were not amenable to any single methodological solution. The recommendation for rapid prototyping that appeared in "No Silver Bullet" is not philosophically distinguishable from the Agile recommendation for iterative delivery. It is merely two decades older and somewhat more honest about what it is.11
What the Agile movement added to the prototyping paradigm was not new intellectual content. It added a brand, a certification ecosystem, a conference circuit, a set of job titles — the Scrum Master, the Product Owner, the Agile Coach — and a vocabulary sufficiently distinct from its predecessors that it could be sold to organisations as a transformation rather than a restatement. The selling was spectacularly successful. By the mid-2010s, the State of Agile survey was reporting that the majority of software development organisations had adopted Agile practices to some degree. This figure was accurate in the way that self-reported surveys are always accurate: it recorded what respondents called their practice, not what their practice actually was. Many of the organisations that called their practice Agile were doing something much closer to iterative prototyping with a sprint calendar, which is to say, they were doing what Boehm had described in 1986, in the vocabulary that the Agile certification industry had given them to describe it.12
The Agile movement's most significant commercial achievement was the decoupling of the underlying practice — iterative, incremental, feedback-driven development — from the domain knowledge required to execute it well. Prototyping, in its classical formulation, assumes an experienced practitioner who can distinguish a productive iteration from an unproductive one, who can read the feedback from a prototype exposure and translate it into a revised design, who can tell the sponsor that the requirement they discovered they wanted is architecturally incompatible with the requirement they started with. These are not skills that a methodology confers. They are skills that experience builds, and that the methodology merely structures.
Agile, particularly in its Scrum instantiation, presented itself as a framework that less experienced teams could adopt and that would, through the framework's own mechanisms, produce the outcomes that experienced practitioners produced through judgment. This is the methodology's central claim and its central untruth. A two-week sprint, entered by a team that does not know how to design software, does not produce working software at the end of two weeks. It produces two weeks of work by people who do not know how to design software, formatted as a sprint and reviewed in a demo. The ceremony is correct. The outcome is not improved by the ceremony's correctness. The sprint retrospective that follows — what went well, what could be improved, what we will commit to change — identifies the symptoms of the team's inexperience without addressing its cause, because the retrospective is a reflection tool, not a training mechanism, and because the Scrum framework contains no provisions for the possibility that the team is simply not yet capable of the work it has been asked to perform.13
The Agile Coach arrived to fill this gap, and the arrival tells you everything you need to know about what the framework was and was not. A methodology that is complete and self-executing does not require a dedicated practitioner to stand beside the team and teach it how to use the methodology. The fact that the Agile industry produced, as one of its primary job roles, an expert in helping teams implement Agile is an inadvertent acknowledgement that Agile is not, in fact, a methodology that teams can implement from the documentation. It is a practice that requires — as prototyping always required, as any skilled iterative development always required — someone who has done it before and knows what it looks like when it is going wrong. That person is not a Scrum Master. That person is a senior engineer. The industry renamed the role, removed the engineering requirement, certified the holder in the vocabulary of the Manifesto, and charged accordingly.
The business orientation of Agile is not incidental. It is structural, and it is legible in the Manifesto's own language. The Manifesto addresses itself to software development but speaks the vocabulary of delivery, of customer satisfaction, of working software as the primary measure of progress. These are business metrics. They are legitimate ones, and the argument is not that they are wrong to care about. The argument is that they are incomplete as a description of what software development is, and that their dominance in the Agile framework has consequences for the aspects of development that the framework does not make visible.
Software architecture is not visible in a sprint demo. The structural decisions that determine whether a system will be maintainable, extensible, performant, and secure five years hence do not produce observable outputs in two-week increments. The accumulation of small, locally rational design decisions that are each consistent with the sprint's delivery goal but collectively inconsistent with a coherent long-term architecture — what the industry calls technical debt, though the metaphor flatters what is often simply confused design — does not become visible until the system resists change, and by then the resistance has been built into every layer of the structure. The Agile response to this observation is that technical debt should be addressed in the backlog, as a story, prioritised against business value. The difficulty is that technical debt does not have business value in the sprint in which it is repaid. It has business value in the sprint, two years later, when the feature that would have taken a week to build takes three months and a significant portion of the team's goodwill. The backlog does not contain entries for that future sprint. The business sponsor who attends the current sprint demo cannot see it. The Agile ceremony makes it invisible by design, because the ceremony is optimised for visibility of progress, and the prevention of future architectural failure is not progress. It is the absence of future catastrophe, which is a different thing, and a harder one to put on a Kanban board.14
The honest version of the conversation that precedes most software projects — the conversation that the Agile framework structures without resolving — would go approximately as follows. The sponsor would say: I have a problem whose dimensions I understand incompletely, whose solution I cannot specify in advance, and whose requirements will change as I learn more about both the problem and the solution. The practitioner would say: I understand. Let us build a series of progressively refined prototypes, beginning with the most uncertain and highest-risk aspects of the problem, reviewing each with you to refine our shared understanding, and continuing until the refinement converges on something you can use. The sponsor would say: how long will that take and what will it cost? The practitioner would say: I can bound it with a time budget and a scope that we will manage dynamically, but I cannot give you a number that is both accurate and precise, because the accuracy and the precision are in tension, and anyone who offers you both is selling you confidence rather than knowledge.
This conversation does not happen, because it is commercially inconvenient. The sponsor needs a number for the budget paper. The practitioner needs a contract with terms. The methodology exists, in significant part, to provide a framework within which this inconvenient honesty can be avoided while preserving the appearance of a disciplined process. The Agile Manifesto's preference for customer collaboration over contract negotiation is, in this light, a preference for a relationship that does not require honesty about uncertainty — a preference, that is, for the sponsor and the practitioner to proceed in mutual comfort rather than mutual clarity. The comfort is pleasant. The clarity, deferred, eventually arrives anyway, at the sprint demo where the sponsor sees the prototype and discovers that they wanted something else — which is, and has always been, the most expensive way to discover what you want.15
The argument being made here is not that Agile has produced no good software. It has produced a great deal of good software, and the practitioners who used it well produced it by exercising precisely the judgment, the experience, and the architectural discipline that the Agile framework does not teach and the Agile certification does not confer. The argument is narrower: that Agile, as an industrial practice, repackaged a decades-old paradigm under a new trademark, stripped it of its intellectual history, wrapped it in a ceremony whose primary function is organisational comfort rather than engineering rigour, and sold the result as a transformation. The underlying practice — build something, show it, learn, refine — is sound. It was sound when Boehm described it. It was sound when Brooks recommended it. It was sound before either of them wrote about it, because it is simply the description of how human beings develop understanding of complex problems in the presence of uncertainty. The Manifesto did not discover this. It named it, and the naming was enormously profitable, and the profit has subsidised an industry of ceremony that sits, largely unexamined, between the sponsor's confusion and the engineer's competence — making neither better, but charging both for the mediation.

The Scrum Alliance, founded in 2001, and Scrum.org, founded by Schwaber in 2009 following a split with the Alliance, collectively generated tens of millions of dollars in certification revenue in the following decades.

3Principle 11 — "The best architectures, requirements, and designs emerge from self-organising teams" — is among the most empirically contested of the twelve principles. The research literature on software team organisation does not consistently support the view that self-organisation, absent shared understanding of architectural goals, produces better architectures than deliberate design. David Parnas's foundational work on information hiding and modular decomposition, beginning with his 1972 paper "On the Criteria To Be Used in Decomposing Systems into Modules" in Communications of the ACM, describes architecturally desirable properties that emerge from deliberate design decisions rather than from team self-organisation. The empirical literature on software architecture quality, including work by Len Bass, Paul Clements, and Rick Kazman in Software Architecture in Practice, similarly treats architectural quality as the product of intentional decision-making against explicit quality attribute requirements — a process that self-organisation may contribute to but does not substitute for.
4The rugby scrum as a metaphor for software team organisation originates in a 1986 paper by Hirotaka Takeuchi and Ikujiro Nonaka, "The New New Product Development Game," published in the Harvard Business Review. Takeuchi and Nonaka were describing product development practices at companies including Honda, Canon, and Fuji-Xerox, not software development specifically, and they used the scrum metaphor to describe a team structure in which members work in overlapping phases rather than sequential handoffs. The daily standup, timed at fifteen minutes or less, nonetheless interrupts the working rhythm of every participant, with the recovery cost falling disproportionately on engineers engaged in architecturally complex tasks whose cognitive state is most expensive to reconstruct. The claim that the standup's synchronisation benefit exceeds its interruption cost is made routinely and supported by very little evidence.
6The phenomenon of story point inflation — the progressive upward revision of team estimation to match velocity expectations — is documented in the practitioner literature under various names, including "velocity gaming" and "estimation anchoring." The fundamental problem is that story points are a relative measure calibrated to the team's own historical velocity, meaning they are self-referential: the denominator of the productivity calculation is defined by the same entity whose productivity is being measured. Mike Cohn, one of the principal advocates of story point estimation, acknowledged in his writing on the subject that the measure is prone to gaming and that its value lies in relative rather than absolute comparisons. The use of velocity as a management performance indicator — which it was not designed to be, and which its inventor explicitly cautioned against — converts a planning heuristic into an incentivised metric, at which point Goodhart's Law applies with predictable precision: the measure ceases to be a good measure at the moment it becomes a target.

Roger Pressman's treatment of prototyping in Software Engineering: A Practitioner's Approach (McGraw-Hill, 1st ed. 1982) remained, through multiple subsequent editions, a standard textbook treatment of iterative development. The Software Development Life Cycle research of Boehm, Pressman, and their contemporaries constituted a mature literature on iterative development before any of the Agile Manifesto's signatories had published their primary methodological contributions. The lineage is not hidden; it is simply not commercially advantageous to foreground.
11Frederick Brooks's The Mythical Man-Month was first published by Addison-Wesley in 1975. His 1987 essay "No Silver Bullet — Essence and Accident in Software Engineering," published in IEEE Computer, Volume 20, Issue 4, April 1987, argued that the essential difficulties of software development — complexity, conformity, changeability, and invisibility — could not be eliminated by any single methodological, technological, or managerial advance. The essay recommended, among other approaches, the incremental development and "grow, don't build" philosophy that would later appear in Agile literature. Brooks's 1995 edition of The Mythical Man-Month, in a chapter titled "No Silver Bullet Refired," revisited the recommendations and found that rapid prototyping, specifically, had become an established practice in the decade since the original essay. The practice was established. The brand was not yet invented.
12The State of Agile Report, published annually by Digital.ai (formerly VersionOne), has surveyed software development practitioners on their Agile adoption since 2007. The reports consistently find adoption rates above seventy percent among survey respondents, with Scrum as the dominant framework. The survey methodology, which relies on self-reported adoption by practitioners who self-select into the survey by virtue of interest in Agile, is not a representative sample of the software development industry and should not be treated as one. The Chaos Report published annually by the Standish Group, which surveyed project outcomes rather than self-reported practice, did not find a sustained, statistically significant improvement in project success rates attributable specifically to Agile adoption, a finding noted in the 2015 edition, which identified project size, complexity, and team experience as more predictive of success than methodology selection. The certification market generated by Agile's growth is measured differently and more precisely: the Scrum Alliance had issued more than one million Certified ScrumMaster certifications by 2019, at fees ranging from several hundred to several thousand dollars per certification pathway.
13The sprint retrospective format — typically structured as "what went well, what could be improved, what we will commit to change" — derives from the PDCA (Plan-Do-Check-Act) cycle associated with W. Edwards Deming and the continuous improvement tradition in manufacturing quality management. Deming's application of the cycle was to stable, measurable manufacturing processes where the "check" phase produced quantitative data that could drive the "act" phase. The sprint retrospective applies the same structure to a process whose primary outputs — design quality, architectural coherence, code readability — are not quantitatively measured in the ceremony, and whose primary inputs — team skill, problem complexity, requirement stability — are not within the retrospective's remit to modify. The result is a reflection ceremony that identifies the symptoms of problems it is not equipped to address, producing action items at the level of team ritual ("we will update the board more frequently") rather than at the level of the underlying causes that the ritual was designed to surface.
14The relationship between iterative development cadence and architectural quality is treated in Philippe Kruchten's work on software architecture, particularly the 4+1 architectural view model and its extensions. The fundamental tension between sprint delivery goals and architectural investment is addressed in the SAFe (Scaled Agile Framework) through the concept of "architectural runway" — the investment in infrastructure and design required to enable future feature development without prohibitive rework. The existence of an entire supplementary framework (SAFe, LeSS, Nexus) designed to address the problems created by Scrum at scale is itself evidence of Scrum's inadequacy as a complete methodology: a method that requires a higher-order framework to manage its failure modes at the scale at which most enterprise software is developed is a method whose failure modes are more significant than its advocates acknowledge.
15The commercial structure of Agile consulting and coaching — in which the practitioner's revenue is tied to the ongoing engagement rather than to the completion of a project with clearly defined outputs — creates incentive structures that the Manifesto's preference for customer collaboration over contract negotiation does not address. A time-and-materials engagement governed by Agile principles, in which the scope is iteratively discovered and the timeline is open, is a commercially rational arrangement for the practitioner, who bills for time regardless of whether the iteration is converging, and a commercially risky arrangement for the sponsor, who has exchanged the certainty of a fixed-price contract for the uncertainty of an open-ended discovery process. The Manifesto's authors were not naive about this tension — several of the signatories had significant consulting practices — but the Manifesto's text does not resolve it. The resolution, in practice, is that the risk is borne by the party with less information about the difficulty of the work, which is, almost invariably, the sponsor.
